Coordinating construction permits
Construction permits can require reviews, inspections, and approvals across multiple agencies, with records often maintained in separate systems. A digital permitting system that uses Ethereum could connect selected records across the process, giving applicants and agencies a clearer view of progress and how decisions were reached.
One possible approach
In this example, an applicant and the responsible agencies use a digital permitting system that connects to Ethereum. Key steps are linked to a common permit record, while supporting documents remain in the agencies’ existing systems.
-
Submit the permit application
The applicant submits the permit application and supporting documents through the digital permitting system. The documents remain in existing systems and do not need to be uploaded to Ethereum. Instead, the system can record a cryptographic hash of each document on Ethereum, allowing agencies to check later whether it has changed.
A cryptographic hash is a short code derived from a document. If the document changes, the code changes too.
-
Record agency reviews
Planning, building, and other responsible agencies carry out the required reviews and inspections. The digital permitting system records relevant updates, such as a completed review or a request for further information, and links them to the same permit record.
-
Record the permit decision
Once the required reviews are complete, the responsible authority determines whether the permit should be issued and records the decision in the digital permitting system, including any conditions or reasons where appropriate. The system links the decision to the relevant reviews and submissions, while Ethereum provides a verifiable record of the decision and when it was recorded.
-
Track the process
Applicants and authorized officials can see which reviews have been completed, what remains outstanding, and how the permit decision relates to earlier submissions and reviews. This provides a common view of progress across the agencies involved.
What Ethereum enables
Ethereum can provide a common chronological record of key milestones in a permitting process that spans several agencies. This can make it easier to establish what was submitted, which reviews were completed, and what information informed a decision at a particular point in time.
Later updates and corrections can be added without replacing the earlier record, supporting audit trails, appeals, and cross-agency oversight. Sensitive documents and detailed operational information can remain in existing systems.
